Board Member Bios

Dr. Daniel Nafziger was appointed Health Officer for Elkhart County in 2009. His specialty is infectious disease, and he is the Infectious Disease Consultant for Goshen Hospital. He practices privately in Goshen, Indiana. He received his BS from Eastern Mennonite College, his MS from the University of Iowa, and his MD from Case Western Reserve University.

Dr. Merle Holsopple was appointed Health Officer for Daviess County in 2006. He specializes in family medicine and received is MD from the Indiana University School of Medicine. His private practice is Montgomery Medical Associates in Montgomery, Indiana.

Dr. Virginia Caine was appointed Director of the Marion County Public Health Department in 1994. In addition to serving as Director, she is an Associate Professor in the Division of Infectious Diseases at the Indiana University School of Medicine; a Past President of the American Public Health Association; a member of the Board of Trustees, National Medical Association; member of the MMWR Editorial Board for the Centers for Disease Control and Prevention; Chair of the Board of Directors of MESH (Managed Emergency Surge for HealthCare); founding member, Indiana Health Information Exchange, Inc.; board member, Eskenazi Health Foundation. She received her MD from the State University of New York Upstate.

Dr. Jeremy Adler was appointed Health Officer for Tippecanoe County in 2015. He specializes in family medicine. He received his MD from Loyola University of Chicago/Stritch School of Medicine. His private practice is with Pickerill, Adler, and Reed Family Medicine in Lafayette, Indiana.

Dr. Rex Allman was appointed health officer for Pulaski County in 1998.  His specialty is family medicine, and his private practice is with PMH Medical and Surgical Group, Winamac, Indiana.  He received his MD from the Indiana University School of Medicine.  Dr. Allman is a past president of the Indiana SACCHO.

Dr. Paul Broderick was appointed Health Officer for Morgan County in 2011. He is a proctology specialist, and received his D.O. from Kirksville College of Osteopathic Medicine in 1992.  He practices with the Franciscan Physician Network Central Indiana Proctology.

Dean Paul Halverson received his Dr.PH from the University of North Carolina and his MS in Health Services Administration from Arizona State University.  He is a member of FACHE.

Dr. Theodore Waflart was appointed Health Officer for Dubois County in 2006.  His specialty is occupational medicine, and he received an MPH from the Medical College of Wisconsin and his MD from the University of Louisville.  In addition to serving as health officer, he is the medical director for the Industrial Medicine Clinic (MED) at Memorial Hospital and Health Care, Jasper, Indiana.

Dr. William Remington was appointed Health Officer for Kosciusko County in 1994. He specializes in family medicine and practices with Provident Family Healthcare. He received his MD from Ohio State University.

Dr. Kenneth Spear was appointed Health Officer for Vanderburgh County in 2013.  He specializes in internal medicine, pulmonary medicine, and critical care medicine.  He received his MD from the Indiana University School of Medicine.  He has no private practice outside the health department.

Dr. Larry Sutton was appointed Health Officer for Martin County in 1996.  His received his DO from ATSU-DCOM.  He is board certified in family medicine and practices privately at Daviess Community Hospital, serving as the Medical Director, AcuteRehab. Unit/Wound Care.  Dr. Sutton is a past president of the Indiana SACCHO.

Dean Mohammad Torabi received his MSPH from Tehran University; his MPH from Indiana University; and his PhD from Purdue University.

Dr. Don Zent was appointed Health Officer for Howard County in 2007.  His specialty was family practice (now retired).  He received his MD from the Indiana University School of Medicine.

Mr. Paul Babcock is the Deputy Director for Strategic Initiatives and Legal Counsel for the Office of Public Health and Safety, Office of Mayor Joe Hogsett, Indianapolis, Indiana. He holds a Masters of Public Administration and a Doctor degree of Jurisprudence degree.

Mr. Doug Mathis has been the Administrator of the Henry County Health Department since 1988.  His is a past board member of the National Association of County and City Health Officials.  He received his MS from Ball State University.

Joni Wise received her BS in Secondary Education from Indiana State University.  She has served as Administrator of the Vigo County Health Department since 1997 and has lived her entire life in Vigo County.
